PPAs finally allowed for new investments in power generation

The Romanian Government has adopted an Emergency Ordinance to amend the Electricity and Natural Gas Law no. 123/2012 so as to allow producers to conclude “bilateral contracts outside the centralized market, at negotiated prices”, for electricity from new energy production capacities, put into operation after 1 June 2020.

Investors in energy projects, particularly those in renewable energy projects, have been urging Romania’s authorities since 2012 to enable them to trade electricity yet to be produced by their future power plants.
ANRE should issue the necessary regulations for the implementation of the provisions of this emergency ordinance within 30 days from its date of entry into force.
